"Agreement on Government Procurement" (GPA) is a plurilateral agreement of WTO, which a country joins can enjoy the rights and obligations. With the continuous expansion of international trade, GPA is playing an increasingly important role. GPA has 40 member states and regions, and they are all developed. In order to encourage more countries and regions to join the agreement, the Parties to the GPA have carried out three important revisions, the latest of which was confirmed by the final three formed negotiations during the spring of 2007, that is also known as the 2007 version of "Agreement on Government Procurement". The new version GPA has comprehensive amendments from the content to the frame, which conforms to the development trend of the times, and makes more conducive to developing countries to join. China has the commitment to join the GPA when she accessed to the WTO in 2001, and China applied for the observer of the GPA in early 2002. In order to fulfill the commitments to the World Trade Organization, approved by the State Council, Finance Minister Xie Xuren on behalf of the Government signed the China's accession to "Agreement on Government Procurement" applications on December 28, 2007. At the same day, China's permanent delegation to WTO submitted China's accession and preliminary list of bids to the WTO Secretariat, which marks the official start of China's accession to the WTO "Agreement on Government Procurement" negotiations.Based on the basic introduction of government procurement and "Agreement on Government Procurement", and through the definition and features of the Government Procurement, the article gives a more detailed presentation of the background of the GPA, the negotiation process and its content. It also tells us several issues which produced during the process of the application of the GPA, including its plurilateral, the confliction with the goal of national sovereignty, domestically public policy and the principles, and the fuzzy definition on the main procurement. Then, the article details and evaluates the 2007 version GPA. According to the actual conditions, the article describes China's the status of government procurement, and it can be said a late start, a rapid development. At the same time, the gap between China's "Government Procurement Law" and the WTO "Agreement on Government Procurement" is elaborate. Finally, the article describes China's efforts to join the GPA and analysis the pros and cons, which the advantages outweigh the disadvantages. The conclusion is that China's accession to the GPA is the inevitable choice, which tells us a detailed exposition to response measures and feasibility proposals.
