A Game Theory Analysis Of Industry-University-Research Cooperation Mode Choice

Industry-university-research cooperation (hereafter, IUR cooperation) is an effective way of transforming science & technology into productivity, and also becomes the inevitable requirements of technological innovation and economic development. IUR cooperation mode choice is the first step of carrying out IUR cooperation, so it is very important to select appropriate cooperation models for both enterprises and high schools, because this chosen will have a direct impact on the further cooperation and the efficiency of cooperation, seeking appropriate IUR cooperation models actively has important significance for the development of technological achievement and its wide application.This paper uses game theory to analyze the IUR cooperation mode selection problems, and establishes both "whether to select IUR cooperation" and "select which IUR cooperation model" game models to makes a concrete analysis of IUR cooperation mode selection problems. In the first round of game—whether to select IUR cooperation, we hold that when enterprises own high innovative ability and the transaction costs in IUR cooperation are high, enterprises will carry out independent innovation, on the contrary, when enterprises' innovative ability is low and the transaction costs between IUR cooperation are low, enterprises will cooperate with high schools and research institutions. In the second round of game—select which IUR cooperation model, through the analysis of both complete and incomplete information, we consider that universities and research institutions must improve their own research and development abilities, and try to development high-value research outcomes, while enterprises should also improve their own innovative ability, in this way the risk of cooperation will be reduced, and IUR cooperation will be successfully carried out.This paper bases on the actual situation at home and abroad, and draw lessons from the United States, Britain, Japan and China Taiwan Hsinchu's successful experience in IUR cooperation, finding out the proper ways and models in China's IUR cooperation development through comparative analysis, and also gives some policy suggestions in China's IUR cooperation development.
