Cluster-led regional economic competition becomes the main form of international economic competition. Based on the low-cost advantages in labor, land and other factors, China's traditional manufacturing clusters show strong vitality and competitiveness, and have greatly promoted the regional economic development. As a result, China becomes "World Factory". However, as the gradual loss of China's low-cost advantages and the deterioration of foreign trade environment, under the competition of other emerging areas, China's manufacturingindustries are suffering "Growing Pains"------a large number of bankruptcy and relocation of theenterprises. In order to give better play to advantages of our traditional manufacturing clusters, we should do researches and rethinking on the evolution and development of Traditional Manufacturing Industries SME Clusters.Based on the previous studies, I find out that the essence of cluster evolution and development is Cluster Re-Engineering on three key factors (that is, the Enterprise-Clustering, Region Embeddedness and Industry Association). Through cluster re-engineering, China's traditional manufacturing industries gain more localization advantages from cluster effects. Coupled with the adjustments of foreign competition policy, clusters can overcome the problem of growing pains, and get a further win in the global competition.In this paper, I build a three-dimensional framework for the analysis of cluster evolution and development, with inside and outside perspectives combined. Clusters evolve through: the cooperative development of Institutional-Thickness and cluster in the region level, the escalation on the value chain based on Forced-Smile in the industry level, the evolution of group organization structure based on Focal Firms in the enterprise level. Jinjiang Footwear Cluster is selected as an empirical case to confirm the above analysis. And some development suggestions against problems are given in the end.
