As one of the less developed areas in Shandong province, Dezhou is also non-optimal tourism resources area comparing to other cities in Shandong, so it's a typical non-optimal tourism resources and less developed areas. It's a tough work to develop tourism in Dezhou because of its qualification; new thought must be brought forward based on new theory, and trying to probe into it.The paper is composed of four parts. The first chapter introduces the relevant theories of tourism development in less developed and non-optimal tourism resources areas as well as the scholars' study on Dezhou tourism. Chapter two gives a systemic analysis of Dezhou's tourism develop qualification from aspects of macro background, tourism base and actuality, tourism resources and location condition, figured out that Dezhou possesses the basic qualification for tourism development. Chapter three analyze the dynamical mechanism of Dezhou's tourism, explore and bring forward the tourism develop thinking of Dezhou under the instruction of new theory in regional tourism exploiter. Chapter four discusses the main content of Dezhou's tourism: the actualization of market exploiter and marketing, tourism product exploiter, government behavior and capital financing, and figured out that in market exploiter and marketing, Dezhou should focus on local resident and people from cities of big and middle size; take full use of superior resources and realize the interactive between tourism and agriculture, industry ,service industries; the start up of Dezhou's tourism need the powerful domination of government, the capital financing should be solved though government and social investment.
