Wuling Mountain is at the junction of four province of Hunan, Hubei, Chongqing, Guizhou. From the policy perspective, it is in the policy pattern of the transfer belt between the development of western China and central China; from the geographical perspective, it is in the combination of the central and western areas, so it is a typical planted inter-provincial border area. The level of economic development has lagged behind, and the development between regions is unbalanced. How to promote the development of relations in the local people's livelihood is a major issue.Industrial Belt (Industrial Belt) is a strip economic region that the industrial activities are between the lines of (beam) infrastructure and gathering distribution. In the Industrial belt, there are convenient transportation, aggregation industry, intensive urbanization, population, resources, capital, technology, information, and other factors of production; it is the "CV." of the development of specific regions. It is the important strategy that can narrow the gap between local regional developments, promote the coordinated development of the region. It is an important form that can promote China's economic development, so it receives the attention and concern by the academia and all levels of government increasingly.The paper chooses the industrial belts of Wuling Mountain for research topics. Through on-the-spot investigation in Wuling mountainous, I have acquired the massive first material and the related literature. It researches the form and the mode of development of the industrial belts of Wuling Mountain, then it analyzes the industry cluster, the development Strategies.First, it summarizes the basic situation the economic development from the location, resources, transportation infrastructure, industry, urban development and so on through quantitative and qualitative analysis, then the paper analyzes this local economic development with the SWOT analytic method and sums up the strengths, weaknesses, the opportunity and the threat of the economic development in the region, and identify three industrial belts that already formed. First, in Enshizhou, we can construct the Industrial Belt of following the road taking Enshi, Lichuan as the core, and following the 318 federal highways highway, the railroads of Yiwan, and hibiscus of Hurongxi. Second, in the western multi-national area of Hunan, we can construct the Industrial Belt of following the road taking Zhangjiajie, Jishou and Huaihua as the core and following railroad of Zhiliu, the highway of Baomao and G209 federal highway. Third, we can construct the Industrial Belt that stretches across Guizhou, Hunan province taking Huaihua, Tongren city as cores, along the railroads of Xiangqian, 320 federal highway. Then, it researches the industrial cluster of the Wuling Mountain taking the ecological agriculture and tourism as an example and make recommendations. Finally, it puts forward the response measures of construction industry according to the idea of highlighting the key points and advancing overall, such as the optimization of the industrial structure, expanding pillar industries, accelerating the urbanization process.
