The New Rural Construction In Rural Areas "Brain Drain" To Explore The Issue

Building a new socialist countryside ls a maj or historic task set at the Fifth Plenary Session of the Sixteenth Central Committee of the Party.Farms arc the subj ects in the cause of such construction.To build a new socialist countryside,and realize the modernization of agriculture and the countryside,high qualified farmers are required to provide powerful talents.Comparatively speaking,however,the rural economy and society have been less developed since long time ago.Along with the promoting of urbanization and industrialization,higher—qualified young or able—bodied labor force has left countryside flocking into cities.Hence the shrinkage of surplus work force source and the ageing of labor,as well as the decrease of overall quality of the rural labor force.In such a situation,who will construct the new socialist countryside?The deficiency of talented persons has become a bottleneck in the new rural construction.So it is necessary to research into the problem of the shortage oft alented persons in the new rural construction,and this paper tries to find out new thoughts and methods to solve the problem as well.Based on the analysis of the present"brain drain"state in the countryside,this paper puts forward that the persons who flow out from the countryside are mostly talented ones;brain drain"causes the shortage of talented persons,which has hindered the advancement of the new rural construction severely,so solving the deficiency is imminent.By thoroughly analyzing the causes of the countryside"brain drain",this paper holds that the reverse change of population and the cultivatable land resources are the intrinsic agents of labor force shift;The coastal areas' earlier economy growth and the inexpensive labor demands resulted from the urban economy reform are the important drives of labor force sllift;the national macroscopic policy adjusting at the right time serves as a systematic reason for the rural labor force shift;and the unbalanced development between cities and countryside,and between different regions,as well as the competition of farmers'relative economic status are the direct economical agents which result in the farmers'egress.To solve the deficiency,this paper proposes that improving the countryside living conditions and optimizing rural pioneering undertaking environment should be proceeded from.Such as, enlarging the infrastructure investment;improving the countryside productions and living conditions.Expanding Ihrmers'income channels through many ways and retainng talents by creating sound environments are suggested.At the same time,such measures are suggested to solve the problem,such as educating laborers which encourages them to return their villages to start their undertakings,and developing local talents,etc.so as to guarantee the building of the new socialist countryside by supplying talented persons.
