| Circular Economy (CE, for short) is the substance closed loop flow economy for short, it is a kind of Ecological Economy essentially. With the lack of resource and energy, and the deterioration of environmental pollution increasingly, developing CE is becoming the urgent need of 21st century and the most important approach to put the sustainable strategy in practice.Industrial Circular Economy Development Mode (ICEDM, for short) is the embodiment on industry dimensionality and in industrial system of CE. It is a kind of industrial development mode, which bases on CE and Ecological Industry, imitating the mode of the ecological substance circulation in nature. Establishment and putting the ICEDM in practice is the effective means to solve the problem of resource and environment.The industrial foundation of Guangrao County is good, and the industrial sort is abundant. But most of them are paper making, petrochemical industry, printing and dyeing, rubber and tyre, which are highly material exhausted and high contaminated. It is urgent to develop Industrial Circular Economy (ICE, for short). Therefore, the thesis takes the industry of Guangrao County for an example to establish the ICEDM.On the basis of analysis and summarization, the technique route is confirmed. It is brought forward that the process of establishing the ICEDM can be divided into four steps mainly, that is, investigation of industrial actuality, analysis of the industrial system, establishment of evaluation and modulation system, establishment of ICEDM. Some theories, methods and measures are brought forward related to establish and analyze ICEDM.On the basis of sufficient investigation, Industrial Metabolism, etc. are adopted to analyze the resource consuming, waste produce and system metabolism of Guangrao County's industry.
