The Research Of Social Security Problem Of Landless Farmers In The Process Of Urbanization In China

With the quick developing of the urbanization, it gave birth to a dramatic expansion of social groups—land-lost formers in our country. From farmers to citizens in the conversion process, the problems of their daily life, employment and social security issues have become increasingly prominent, which affect urban and rural social stability, and development of the rural economy and the country's lasting peace and stability, to become a "bottleneck" of constraints for building a harmonious society. It is a concrete manifestation of "people-oriented" and comprehensive establishment and implement of the scientific development concepts to resolve properly the problem of landless farmers, especially their issue of social security. Therefore, the research of social security problem of landless farmers is of great theoretical and practical significance.This paper does analysis and research based on field surveys of social security issue of landless farmers, and it is divided into three sections, in addition to the introduction and conclusion.In the introduction, the author explains the significance and academic status of this issue and defines the key concept involved in the article. At the same time, this paper also explains the major issues and gives its research methods and theoretical support for a note, for sake of the stated outset and the outline of the button.Part I: The author has selected a region of five North China Village in Youyu County, Shuozhou City, Shanxi Province as subject, and taken a survey of questionnaires and interviews from the landless farmers. According to the data drawn from the survey, this part is mainly to outline the basic situation of landless farmers, to illustrate the situation of the social security, member structure, employment, the level of income and technical skills, cultural qualities, the land requisition compensation and the attitudes the landless farmers held on the land policy, etc. Additionally, the authors also cited the social security level and situation of landless farmers in Suzhou, developed economical areas, to expound the necessity to establish the social security of landless fanners in the economically underdeveloped areas by comparison.The second part focused on the reasons for the lack of the social security of landless farmers, and the necessity of establishment. Main reasons is: (a) financing difficulties for social security of landless farmers; (b) the lack of social security system from the government; (c) nonstandard government conducts damage the interests of landless farmers who participate in weak sense in the land requisition process; (d) the lack of legal sense of landless farmers.The third part comes up with a concept to establish social security of landless farmers. Firstly, seven principles is provided to establish the reasonable social security system, that is, the land for security; step by step, integrating urban and rural areas; organic compatibility the survival with development; open and transparent for equal opportunity, the average allocation to strengthen social security as the main responsibility etc. And then it proposed the contents of the concepts, including institutional arrangements and related measures, which includes aging insurance, medical insurance, unemployment insurance, minimum subsistence security. Institutional arrangements are: pension, health care, employment, the minimum life security, land compensation, resettlement of landless farmers and the establishment of the social security fund. Supporting measures consist of being strengthen the supervision of land requisition procedures and offer the legal assistance for landless farmers.Conclusion: In the writer's opinion, "Jiaxing mode." can be used to resolve social security for landless farmers in the economic underdeveloped regions and I hope that this paper can provide a beginning model for a foundation for social security of the landless farmers in the process of gradually establishing the integration of urban and rural.
