The Mini-Urbanization In Shaanxi Province

Shaanxi Province,located in China's inland areas,which has a relatively laggard development both in social economy and in rural areas' economy,has a large number of rural surplus labors need to be transferred,the "three rural questions(Agriculture,rural area,Farmer)" in this province is urgent.To solve Shaanxi Province's profound socio-economic problems in rural areas,changing the long-standing city and countryside dual economic structure,rural surplus labors must be arranged reasonably,which can also boost the pace of industrialization and urbanization in Shaanxi province.Small cities and towns are important carriers of integration of urban and rural areas.After years of development,they had begun to take shape in Shaanxi Province.But as the in-depth development of mini-urbanization,some problems emerge and become the bottleneck of small cities' further development.The thesis starts with the definition and features of small cities and towns,then makes a comparison between the gains and losses in its construction at home and abroad,analyses the problems in the construction of small cities and towns in Shaanxi province at the present stage.Finally, puts forward some ideas and proposals for the future development of small cities and towns combines with the economic characteristics and resource advantages of Shaanxi province. The paper consists of six parts.The first part is an introduction which starts with the background of China's urban and rural areas dual economic structure then puts forward this article's research ideas and methods as well as the research purpose and practical significance;highlights the major idea of this article:Mini-urbanization is the inevitable model of the urbanization evolution in Shaanxi Province.The second chapter describes the definition and characteristics of Chinese small cities and towns and gives an analysis in the task which should be completed through urbanization; point out that urbanization is an important measure to solve the "three rural problems" in China as well as the only way of industrialization.In conclusion,defines the status of small cities and towns in the national economy.Chapter three summarize the situation of small cities and town's development in both developing countries in Latin America and developed countries like Britain and the United States,as well as in neighboring countries Japan and South Korea;provides a reference for Shaanxi Province's Mini-urbanization though the analysis of international experience.The fourth chapter describes the characteristics among different regional rural economies in Shaanxi Province,analyses the status of cities' development and found that though the government devote great efforts to promote the development of small cities,there are still some problems like the slowly increased farmers' income,low pace of economic development, unreasonable distribution and lacking basic facilities in small cities and towns.All those matters badly restricted rural economic development in Shaanxi Province and should be taken seriously and resolved.Chapter five reveals that the foundation of small cities' construction is agricultural Industrialization,and its ultimate goal is to arrange rural surplus labor force.Then makes an in-depth analysis based on four sectors:the relationship between the foundation of small cities and towns and agricultural Industrialization,the relationship between it and rural surplus labor transfer,the importance of the social security system,small cities and towns' leading role in rural business.Shows the role of the small cities and towns during the agricultural industrialization completely,and then set out the existing problems and the expected results.The sixth chapter according to the scientific outlook on development,combining the theory of small cities and towns' aggregation effect and Shaanxi province's regional economic advantages as well as its capacity to accept the rural surplus labor force,based in the differences beween the economic situation and the natural resources characteristics in different regions,puts forward some advices from the economic angle,considers that the construction of small towns should be planed rationally.The government should support of the development of leading enterprises,pay more attention to the reform of residence registration,environment protection and improve the supporting infrastructure.The construction of small cities and towns should follow the regional model.
