A Research On The Land Conflict Damage Assessment

21st century is named city century. With the advent of rapid development of urbanization, the problems of land conflicts have become more and more serious in China. Lots of farmers creep into cities from rural villages while set aside agriculture on which they former lived. For the sake of resolving these challenges, some cities especially the large and middle-level cities try their utmost efforts to enlarge themselves. In this case, the infrastructure of each city gets extraordinary development. Unfortunately,some negative effects of which are inevitably manifested. To guarantee the development of cities, our country has made a great deal of measures such as policies and laws to protect the individual properties and increasingly reform the regulation and rule of land utilities because this trend unavoidably has something to do with the relationship including the individual versus individual, individual versus unit, unit versus unit and individual versus land. As a result, some conflicts brought by the changes of land have appeared and widely spread out within the whole country. What is worse, in fact some conflicts of land have become reality.There are relatively a small large number of scholars studying on it while land conflicts have taken place frequently in China. This paper aim to establish the land conflict assessment index system to use to measure the extent of land conflict damage based on the carefully investigating and analyzing the cases of land conflict damage occurred in China and the experience of dealing with the land conflict damage abroad, meanwhile Shenzhen is the target of this study.This thesis is structured as followed:First, closely concerned the definition of land conflict damage, then devoted to how to establish the conflict assessment index system, deciding the aim level,ruler level and index level, that is to say the economy index, social index and resource index, and decide the power of each index with the way of Delphi and AHP. Choosing the developed city Shenzhen as an example, I spend most space on the discussion of how the judge the extent of land conflict damage with the fuzzy comprehensive assessment method and establishing the system of land conflict damage assessment,assessing it with the fuzzy comprehensive method. Research shows land conflicts reduce land productivity and the total value of agriculture production and so on.Finally, analyzing the outcome and giving suggestions to avoid or downsize the land conflicts.
