With the development of IT and network technology, to maintain their own competitive strength and meet customers' various needs, firms have to keep developing new products, techniques or services in complex and furious markets. However, the high failure rate and risk of technology innovation force firms to seek the support from external technique and resources. As firms integrate their internal technique resources with external ones and cooperate with each other, TI-NSC (the technology innovation of networking supply chain) and its performance measure appear. In traditional performance measure of technology innovation, always only a firm is considered, and it cannot reflect the possible problems fully and dynamically when implementing technology innovation, let alone initiate to analyze issues and manage performance.This paper firstly reviews the evolution of TI-NSC and the theory about performance measure of technology innovation. Then through analyzing the operation and influencing factors of TI-NSC and referencing the theory and method about BSC (Balance Scorecard), a framework and index system of performance evaluation of TI-NSC is put forward, which is called Balance Supply Chain-Technology Innovation Scorecard (BSC-TISC). BSC-TISC designs the framework in detail from five perspectives, such as finance, interior process, future development, customer and environment. As is following, a model of multilevel dynamic fuzzy synthesis evaluation to study performance measure is built based on the theory of fuzzy synthesis evaluation. In addition, the index system and method of performance measure are applied in the scenery of vehicle industry which is the most active and representative in TI-NSC, including a supply chain network with a core firm. At the end, it discusses the result of performance measure and presents steps to improve.
