With the rapid progress of our economy and arising of our urbanization, urban public transportation works like the artery of modern city which plays the significant role in city economy development. If public transportation enterprises want to obtain the competitive advantage, the relative human resource management system can be helpful to put these measures into effect. But human resource management in public transportation enterprises still suffers problems such as shortage and loss of skilled personnel, unreasonable structure etc. The true cause lay in the fact that human resource management of public transportation enterprises is short of scientific and reasonable models. The enterprises urgently need to establish new human resource management systems which propel the urban public transportation enterprises forward.This paper combines the basal principle with practice. Starting with present situation of China's urban public transportation enterprises, through the company Z's human resource management present situation as research background, investigate and deeply analyze company Z's problem on human resource introduction, salary distribution system, performance appraisal; combine with the utilizing foreign public transportation enterprises human resource management models; put forward the research countermeasures based on modern human resources management theories. Company Z should devote major efforts to develop talents enterprise strategy under the directions of scientific development concept and talent concept, set up people-based management system by strengthen training, job analysis, effective training, performance evaluation system and salary allocation system with incentive system. In order to provide talents supply formalizing, Company Z continuous high-speed coordinated growth.These contents have the important guide for company Z, which can push forward their construction of human resources management system and which is also useful to the similar company's human resources management system reform as well.
