With the background of economy globalization, the competitive strength of a country depends on the development strength of a enterprise, especially a large industry. The enterprise strength hinges on the level and ability of human resources participating in the enterprise development, so that enterprise training plays an important role in developing enterprise and promoting country strength as a key factor to promote the level of human resources in a company. Liaohe Oil Company is the large-scale state-owned power sources enterprise belonging to China National Petroleum Corporation. It has had its own form and system not only in the oil exploitation, but also in the enterprise training for more than 40 years so far. With the new condition and task, the traditional state-owned enterprise training system, structure and operation mechanism is unavailable to the need of a country development completely, so it is necessary to analyze and to optimize the training system.This Essay provides the measures of optimization, makes the contents of training scientifically and stresses to analyze the cost benefit based on analyzing training system condition of Liaohe Oil Company, so that it could promote the quality of human resources and provide the human support for enterprise development.
