Surrounding the enterprise development strategy, human resources are a series of activities of using internal and external manpower, meeting the current and future needs of the organization, ensuring the organization's goals are realized and member development is maximized. Strategic training and development is an important function of human resource management. It organically combined other HR functions to make sure its abilities and skills effectively support the organization's executive goals. Enterprise Z are facing new challenges, because its industry is impacted by the reformation trend in today's optimization and transformation period, and its human resources management is subject to sorts of factors including increased business resources, augmented scale of personnel, industrial demand growth and so on. Therefore, enterprise Z need to optimize its original human resource training management model in order to adapt to the changes of internal and external environment.This paper, with methods of literature review, theoretical analysis and case study, makes a research on case of human resources training management in enterprise Z. First of all, this paper reviews the development of human resources training system at home and abroad and the related theoretical literature. Secondly, it introduces the enterprise Z's basic situation, industrial characteristics, conditions of training management and existing problems. Problems include lack of forward-looking in training program, imperfect of talent-training management, singleness of training project. In addition, this paper analyzes the reasons of the problems in enterprise Z's human resources training and management, the necessity of optimizing and relationship between the existence of the problems. At the end, based on principles of optimization scheme and the objective, this paper proposes to introduce organizational training strategy of large-scale system theory, to determine the accordant development of organization strategy and the enterprise strategy, to convert organizational strategy into training needs, then to achieve enterprise's long-term goal of the implementation of organizational strategy; it imports SWOT analysis, chart analysis to analyze enterprise Z's talent managerial defects, improve the scientificity of talent-training management; it establishes crossing training program of related-business, training project of application of new technology to enhance the significance of training practice, the staff quality and to stimulating the employees' learning enthusiasm.Through the study of enterprise development in the transformation and optimization period, this paper expects to offer reference on implementation of human resources training and management in the enterprises of civil aviation industry.
