Research On Risk Management Of TBT To China's Small And Medium-sized Enterprises

Since thirty years' reform and opening up, the Small and Medium-sized Enterprises (abbreviation for SMEs) of our country have obtained tremendous development, they have already become one of the important strength to support the development of our national economy. However, SMEs encountered Technical Barriers to Trade (abbreviation for TBT) frequently in the export trade, which causes a huge loss. At present, the influence of TBT against China surpasses over the anti-dumping and becomes the largest non-tariff barriers that China's export has to face, which have had a great negative impact on the development of export trade. Therefore, it is the problem that has to be solved urgently in the China's foreign trade, that how to guide SMEs to deal with the risk of technical trade barriers and to protect its stable development in the course of export trade.This paper summarizes the risk status of SMEs in TBT, deeply analyses the reasons why they encounter the TBT, and introduces the concept of risk management to circumvent Technical Barriers to Trade. Then the paper put forward specific recommendations and strategies, which has some guidances for the SMEs to avoid the risk of TBT in the course of export trade.The first part of this paper summaries the current research to SMEs in TBT from both foreign and domestic and elaborates the mainly research achievements of the current domestic and foreign scholars.The second part introduces the related concepts of SMEs, TBT and risk management, including the definition and role of SMEs, the connotation and extension of TBT, the role of risk management and the effect of the introducing the concept of risk management to SMEs in TBT.The third part generalizes the status of risk management to SMEs in TBT, including mainly characteristics of risk of TBT currently, risk of TBT that SMEs encounter frequently and major accomplishment in risk management process.The fourth part analyses the reasons for SMEs in TBT, including the system, the inside of enterprises, the system of laws and regulations, technical standards, testing tools, as well as the reasons for the SMEs foreign trade structure .The fifth part brings up strategies to deal with TBT, including the norms of avoid the risk in the process of SMEs circumvent TBT, guiding to form the perfect concept of risk management and adopting the flexible strategy to avoid risk.Finally, this paper summarizes the current shortage of research and the next research step.
