The poor efficiency problem of the state-owned enterprise has already become universal phenomenon in the world. In the western, new liberalism has led to state-owned enterprise to put into commonly privatization or socialization. The state-owned enterprise in our country with the characteristic in common property right is particular, it can not copy the western reforming, but consider the differences of the Chinese and Western culture. The system has been existence in certain culture, and the culture provides one kind of shared value and common behavior foe the system, and has arranged the system in the frame and their function, responsibility, rights and duties. In the other hand, the formation of new culture also depends on the system, new system's establishment becomes the basic power that guide people to change the old cognition pattern. Therefore, whether the managing system reforming of the state-owned enterprise in our country successes or not, lies in building the matched culture.The main body of the paper contains six parts: The introduction tells the paper's studying background and significance, the content, the train of thought and the innovation. The second chapter has been discussed the relationship of the culture and system, and the inner link of the system changing way and culture, which has provided rationale for the studying. In third chapter, it have been recollected the reformation course of the state-owned enterprise in western and china, and put up the characteristic of reformation. Being based on the analysis of Part HI, the fourth chapter has analyzed the culture's characteristic propping up these systems. The fifth chapter has been probed into the origin of culture, and has compared with and analyzed the differences of the western and the Chinese traditional culture. The last part has searched for the values matching with the innovations in the system of our state-owned enterprise, which inherits the Chinese collective spirit, melting the western individual mental and legal consciousness. Finally we put forward some enlightenment and suggestion about the system reforming.
