Intelligence-intensive cities are the pioneer cities in innovation-oriented countries, whose density of intellectual resources is higher above the national average level, have better condition of science and technology (sci-tech)innovation. The utilization efficiency of sci-tech innovation resources of intelligence-intensive cities has great effects on the development of Innovation- oriented country and the promotion of industrial competitive advantage. So, it's no doubt that it is of important theoretical and practical significance of the research on the utilization efficiency of sci-tech innovation resources of intelligence-intensive cities.There are four parts in this thesis. The first part is an introduction to the whole thesis. In the second part, the author puts forward the conception of intelligence-intensive cities, and selects the cities accordingly. It is set up in the third part that the evaluation model of utilization efficiency of sci-tech innovation resources by using Data Envelopment Analysis (DEA) method. In the last part, by taking 15 sclected intelligence-intensive cities as an example, the author analyzes the reasons of low utilization efficiency of sci-tech innovation resources in intelligence-intensive cities.In the author's opinion, intelligence-intensive cities have higher intelligence intensity and higher knowledge possession per capita, if comparing with the average level in a nation. According to the results of the evaluation, in 53 cities which have more competitiveness in mainland, there are 30 intelligence-intensive cities, including 15 (vice-) province cities. Utilization efficiency of sci-tech innovation resources measured by the ratio of input to output of sci-tech innovation resources. The result of the DEA evaluation model shows that in 15 (vice-) province cities Peking, Shanghai, Dalian, Qingdao, Hangzhou, Ningbo, Xiamen, Shenzhen, we can find higher utilization efficiency of sci-tech innovation resources compared with Xi'an, Shenyang, Nanjing, Ji'nan, Guangzhou, Tianjin, Wuhan, and their DEA efficiency value decreased progressively. It means that during the process of the development of Innovation-oriented country, many intelligence-intensive cities should improve their utilization efficiency of sci-tech innovation resources. According to the calculations of slack variables and the scale efficiency of non-DEA effective cities by DEA method, the lower utilization efficiency of sci-tech innovation resources of intelligence-intensive cities are mainly embodied in innovation output shortage and innovation input redundancy. Then the thesis analyzes the reasons of these results: lowlihead ability of independent innovation, improper configuration of sci-tech innovation resources and decrease in scale efficiency. At last the thesis puts forward corresponding policy recommendations on the basis of these reasons which cause the lower utilization efficiency of sci-tech innovation resources of intelligence-intensive cities.
