| Facing a new period of transformation and governance,all state-owned enterprises long to find ways to keep and enhance their vitality,to have a sustainable development and to be operated effectively.With the currents of mixed-ownership reform,those waking up to the reality have given their strong signals to improve the human resource management.As a loading platform for talent development,companies hope their staffs can have all what they are doing and the results focused on helping realize their strategic targets and in a constant manner.This thesis takes as the object of study an minor engineering company ZX that is under mixed-ownership reform.Through analysis of what caused the 9 existing problems in ZX’s performance management,this thesis is solution-oriented and proposes approaches of how to establish a performance management system based on staffs’ competence.A competency model containing three types of competencies is built by the usage of strategic deduction,working analysis,BEI interviews and other research methods,etc.It also sets up performance indicators including KPIs、KPIp、KPIo、KCI,and presents the design and application of the process of planning and guidance review,performance appraisal,performance feedback and face-to-face talk,performance improvement,application of the results and target adjustment.In addition,this thesis serves as a method guidance to preparations in constructing the new system and it not only provides guaranteed advice to,but also makes its key points of evaluation for,the implementation of the system,with a view to enhance the practical effect of the research. |
