2008 year has already passed more than half, the real estate market has demonstrated two essential features initially: In the overall business volume withers under the circumstance, the large-scale real estate tried maintained the sales scale stability, held the higher market share; On the other hand, the house price falls continuously, the property development enterprise's profit space reduces unceasingly. But at the same time, China's CPI index (consumer price index) stays at a high level, the soil-rent value, the labor force price, raw material price and so on these rigid cost is rising, the high quota profit time of the real estate enterprise has already didn't exist . Followed national a series of macroscopic policy releasing, the real estate market was entering the rational plate entire stage, the real estate market mixed the cards started with a new round. In the near future, the real estate industry will gradually change to the abundant advantage profession , the meager profits profession from the sudden and huge profits profession , If the real estate enterprise wants to seek the survival and the development in this kind of keen competition environment, it must enhance own core competitiveness, excavate the internal potential of the enterprise, strengthen enterprise's cost management, strengthen enterprise modern cost management concept.The paper first part mainly introduces the present situation of the enterprise's cost management, and the reason which produced to it has made the thorough analysis, then draws out the goal and the significance which this article composes; The second part makes an outline to the cost management, and with the real estate enterprise own characteristic, elaborates the necessity of the real estate enterprise to carry on the modern cost management and the implementation cost control significance ,the real estate enterprise modern cost management system's frame; The third part introduce the real estate enterprise modern cost management component; The fourth part mainly aims in the cost control and makes the key elaboration, including the cost constitution and characteristic ,the content and measure and the question which specifically should be pay attention to in cost control. The paper fifth part is a conclusion, it mainly does to the full text summarized and points out the paper the insufficiency.In this paper, there are two points of innovation, first, cost management targets are expanding and extending. It is no longer limited to products of the manufacturing process, but "overall" as the goal, covering the land from the developer, financial institutions, material suppliers, and design units, construction units, marketing planning company, property management companies, and the entire process of buying houses. It provides the more effective cost control a wide range of possibilities. Second, cost control measures is more comprehensive and in-depth than ever, according to different stages of the costs, different measures is used. It also makes an in-depth analysis to the design stage which has a greater impact on the cost. It involves a number of specific elements of the real estate, and provides a theoretical basis for more effective cost control.
