State-owned commercial bank has always been the main body of China's financial system, and it plays a predominant role in ensuring the financial security and the stable economical development of the country. Since its entry into WTO, China accelerated the opening of its financial market to the outside world, and as a result, an increasing number of foreign banks have entered into China. These foreign banks may not only bring fierce competition to their Chinese counterparts, but also pose great challenges to the financial security and sustainable economical development of China.Information technology (IT) has been deemed as the key factor in forming the core competitiveness of modern commercial bank. However, the computerization development of China's financial services has been far behind that of developed countries. Therefore, the competition in banking informationization becomes the biggest challenge for China's banking industry. To be on a good wicket in this competition, China's state-owned commercial bank must have an edge on the field of IT development.In a word, the competition among all companies is for talents. And IT talents are the target of foreign banks. However, the lack of IT talents has become the obstacle of the sustainable development of state-owned banks. The opportunities and challenges brought by the market development have a great effect on the career development of bank employees. Furthermore, it may effect the daily operation of IT department and even the bank as a whole.The two trends in HR Management are career management and encouragement. Centering on human beings, career management is a way of modern HR Management, which integrates company's strategic goal with employee's personal goal, and realizes the common development of both company and its employees. As IT employees in a bank are typical intellectual employees, it is of great necessity for them to carry out career management.This essay adopts theories of career management to analyze the developing trend of IT department and the current situation of career management in a background of the development of China's banking industry. By analyzing examples of IT employees in a specific Chinese commercial bank, it points out a series of shortcomings in China's banking industry and attempts to find out the reasons. Firstly, it indicates that the importance of IT in bank's development has been undervalued. Secondly, it lacks a strategic understanding of its IT department and employees'career management. Thirdly, it lacks a systematic training program and a timely evaluation. Fourthly, the HR department does not provide a professional guide on career management. Based on these analyses, it proposes a list of suggestions on raising awareness, making IT strategic plans, promoting the development of two-way promotion passage for IT employees, completing training system, increasing guidance on career management and so on.
