If developing countries want to achieve industrialization and continuous economic growth, they must exchange the lowest cost for the technology progress. But the technical foundations and research abilities are weaker, technology spillovers from developed countries is one of their growth engines. Foreign trade is one way for technology spillover, especially for China, which is lack of creation power and foreign trade is huge. This paper is amid at investigating after the"open door policy", the real effect and reasons for technology spillover in China. Based on these, it will discover how China should pilot and change its policies.Firstly, this paper discusses the inner logistic relations of technology differentiations, international trade and technology spillovers, in addition, the institutions and impacts for international technology spillover due to exporting trade. Therefore, a basic analyzing framework of exporting trade, technology spillover and technology growth in developing countries is built, which is an academic foundation for further empirical studies.Secondly, this paper use the Chinese date for quantitative studies for the impact of exporting trade and technology spillovers on China's technology growth and economic growth. Based on these analyzes, some important conclusions are generated,(1) Exporting trade has positive and significant effects on international technology spillovers of China's technology growth. (2) Trigger the investment on human resources is a key for technology absorbs. Form theoretic analyzes, foreign R&D is the sources of China's technology growth. However, the result of the quantitative is the opposite. This is because of the low technology asorbing power in China. Form the compassion of the human resource data and domestic R&D data, the low human resource supply has a higher impact. (3) Domestic R&D is very important for China's technology growth. It is not only a foundation for technology creation, but also a key to increasing the absorbing power and the international spillover. No matter from the considerations of what, enhance the investment on domestic R&D is essential to technology growth.
