Since the twentieth century, the technological progress has alreadybecome the criterion to estimate the competitiveness of every country allover the world. At the same time, many economists begin to study"technological progress" in theoretical and empirical research.According to New Growth Theory, the technological progress, animportant factor of economic growth, is dependent on scientific andresearch inputs. However, in the open economy, R&D expenditures ofother countries will also affect domestic technological progress throughmany channels, mainly including Foreign Direct Investment andInternational Trade.After 1997, the technological progress of Chongqing is notable. Ofcourse, the self-innovation is the main reason. Besides that, theinternational technology spillover also played an important role. So, thispaper will testify the effect of import-related international technologyspillover on the development of technology in Chongqing throughtheoretical and empirical research methods.This paper is divided into six chapters as follows: chapter oneintroduces the background and the aim of the research, gives theemphases and difficulty in this paper, and summarizes the content of theresearch; chapter two constructs a frame of theoretical analysis aboutimport trade and technology spillover, which introduces the meaningand the determinants of the effect of import-related internationaltechnology spillover; chapter three analyzes the present situation ofimport trade and technological progress of Chongqing, and draws apreparatory conclusion; chapter four is the empirical study by using themodem econometric analyzing methods, which confirms the presence ofthe effect of import-related technology spillover in Chongqing; chapterfive makes some suggestions on maximizing the effect of import-relatedtechnology spillover in Chongqing; chapter six summarizes the conclusions in the research.On the basis of the above research, this paper draws mainconclusions as follows: 1) Self-innovation is the engine of technologicalprogress in Chongqing. The empirical research demonstrates thatself-innovation can directly promote the total factor productivity ofChongqing, and also indirectly promote it through affecting theimport-related technology spillover; 2) Import trade plays an importantrole in the technological progress. The empirical research results testifythe existence of import-related technology spillover in Chongqing,which offers a solid support for corporations to expand import trade; 3)the ability of acceptance to technology spillover which is dependent onresearch inputs and human capital has a great impact on the effect ofimport-related technology spillover in Chongqing; 4) To maximize theeffect of technology spillover, this paper makes some suggestions:Increase the inputs of R&D to establish a solid basis for technologyspillover, Put forward the import trade to expand the channel oftechnology spillover, and Pay more attention to education in order toimprove the ability of acceptance to technology spillover.This paper summarizes theories about technology spillover throughreferring to many literatures, and analyzes the present situation ofimport and technology spillover by using the contrast method of graphand table. In the empirical study, this paper expands and modifies theexisting C-H model through including the penetration rate of import andhuman capital variables, and testifies the presence of import-relatedtechnology spillover through comprehensively using econometricalanalysis such as time series and Granger causality.
