Nowadays, the corporations, based on project operation, have become more and more. Correspondingly, the range of the projects has become wider and wider. Different projects have different characteristics. This paper aims mainly at the projects" plan and progress controlling. One of the key factors that make the projects accomplishes well is resource allocation relevant to the product development projects restricted by resources. However, the project management, based on limited resources, is of chief importance for the accomplishment of a project. During the product development, many enterprises ignored the influence and correct calculation of resources on a project, which may finally result in the failure of a project. Under such premises, this paper proposes a method about how to manage projects under resource constraints. This paper divides project management into three levels: approving level, plan level and procedure level. Approving level is strategy level and the other two levels are relevant to the application of projects. At the same time, this paper also divides the resource management into three levels: Enterprise level, plan level and procedure level. Enterprise level manage the resource schedule demand, which belongs to strategy level. The other two levels are resource support for detailed project activities. After the gradation and effective integration of project management and resource management, this paper suggests that resource management and project management complement each other and depend on each other.This paper introduces the related project management theories, reviews the project management history. Based on the excellent researches of precedents, this paper proposes that in a project of product development, project revenue should be considered as the derive objective which could be measured, and as a result, decision-making can based on the quantitative analysis of project revenue.Based on such theories, when a project was chosen, this paper proposed a feasible progress adjustment method under resource constraint condition: using DRAG to optimize project schedule, establishing assessment system and making measurement by DIPP to make sure whether the optimization is right or not. On non-critical path, this paper uses resource balance to adjust the project schedule and furthermore to maximize the business' profit.Finally, taking XX Company as an example, the paper researches how to use DRAG to optimize the product development project schedule, under time constraint and human-resource constraint condition, to maximize profit and realize its relate strategic aims. Meanwhile, combined with another example of XX Company, the evaluation of the adjustment has been done with resource balance method to optimize the accomplishment of projects.
