In the present society, enterprises face to the great pressure of the severe competition. Whether they would be success depends on the factors of the employees. How to get the right people, how to preserve them and how to inspire them, become the core task of human resource management. Compensation management plays one of the principal roles to accomplish this task.Therefore ,how to design and establish the suitable compensation program,how to combine the company strategy with the compensation program, how to make compensation become to the motivation factor The compensation managers need to work out a correct solution to overcome these difficulties. Depending on the experience of establishing new compensation program of Chongqing Mobile Communication Company, this thesis will try to do some theoretical and practical research work on these difficulties.Firstly, the thesis will give the introduction and analysis of the main compensation theories, compensation program methods and procedures of compensation design. In the compensation theories, it mainly introduces the modem compensation theory. When introducing the compensation program, we analyze the special features of the three main systems: the position -based payment, the person-based payment and the performance-based payment. Nowadays companies intend to adopt a combination program. Later by taking the example of traditional position-based payment, the thesis introduces the general procedures of compensation design and implement.At the last part of the thesis, on the basis of theoretical analysis and the actual circumstance of Chongqing Mobile Communication Company , we put forward a combined compensation proposal-"3P"compensation, which combined positional, personal and performative factors. For this program, we take point-method to conduct the job-evaluation work, use Delphi-mehtod to select evaluation factors, and adopt Analytical Hierarchy Process method to allocate the weights the weights to very factor. In the end, according to the interview feedback after accomplishment of the program, it shows the basically successful application of the "3P" compensation program in Chongqing Mobile Communication Company.
