When it comes to the knowledge economic time and market competition becomes more and more drastic. Human resources become organizational strategic resource . To develop and encourage employees also become to the organization's strategic. As an important part of human resources management, compensation system plays a very important role in attracting talents, retaining talents and encouraging talents.Accompanying the development of reform in SOE'S (State-Owned Enterprise), what can we do to reform the compensation system to adapt to the requirement of modern enterprise management system, to motivate the employees sufficiently, to make enterprises obtain greater competition advantage, and to strength the core competition? It's an important topic to establish a set of compensation system.After some investigation on employee' compensation satisfaction and directed by the modern compensation theory and knowledge, this essay analyzes the problems in the original compensation system. Base on the quantitative and qualitative analysis, the original compensation system is redesigned according to the enterprise's actual conditions . To manage different employees and appraisal different work with various ways, the operator's annual compensation and management employee's performance compensation system is designed. The design goes through the process of job analysis, job evaluation and performance index design with scientific management methods and tools. The major problems in original compensation are solved. It's a complicated and systematically job to design a compensation system. The compensation system must be designed extensively and comprehensively to ensure it is equitable and scientific, to make it play motivating and restrictive roles, and to make it to be a strong tool to push the employees work hard to achieve the organization's objective.
