Impact Evaluation Study Of Science And Technology Advancement On Chongqing's Economic And Social Development

The impact evaluation study of science and technology advancement on Chongqing's economic and social development is an important part of science and technology monitoring and management in Chongqing. Firstly, this article makes the meaning of science and technology advancement and economic and social development clear, and reviews the general situation of the research on the relation between science and technology advancement on economic and social development both at home and abroad. Secondly, based on the scientific, systematic, dynamic, typical and operable principles, this article constructs two index systems suitable for Chongqing, one for the evaluation of science and technology advancement and the other for the evaluation of economic and social development, determines the weight of each index with the approaches of repertory grid, fuzzy Borda and two-step weighting by comparing several evaluation methods and making use of each index value from 2001 to 2005, and then makes comprehensive evaluation of science and technology advancement and economic and social development with the weighted average method. Thirdly, in order to evaluate the influence of science and technology development on economic and social development, this article estimates and evaluates the situation and trend of harmonious development between science and technology advancement and economic and social development using the harmonious development evaluation model and criteria.Finally, this article proposes that the meaning of science and technology advancement is richer than technology progress and innovation, and economic development and social development are mutually promotive. And it finds that the levels of science and technology advancement and economic and social development from comprehensive evaluation value in Chongqing always increased from 2001 to 2005. What's more, the harmonious development between science and technology advancement and economic and social development was"well harmonious"from 2001 to 2003 and"excellently harmonious"from 2004 to 2005, the trend of which was in the stage of growth. But this article also finds that science and technology advancement lagged behind economic and social development in Chongqing from 2001 to 2005.Analyzing the main reasons, this article proposes that the investment of R&D expenditure and the new increase in fixed assets in scientific research and comprehensive technology service industry were not enough, and the industrialization of high and new technology and the extroversion degree of science and technology economy were not high. In the same time, there were few human resources in science and technology, and the cooperation among governments, industries, universities and other research institutes was not enough, either. As a result, Chongqing has to form the social environment based on human beings, develop human resources in science and technology that plan urban and rural development as a whole. And the proportion and efficiency of the investment of R&D expenditure must be raised further in order to strengthen the ability of independent innovation. More efforts also must be made in high and new industry so as to bring along other related industries. What's more, the mechanism of cooperation among governments, industries, universities and other research institutes must be set up to plan urban and rural development as a whole.
