Many airport group companies set up after the localization reform of civil airports in china that have been done in 2004. The management mode of civil airports is changed significantly, and the competition situation among airport group companies is changed unprecedentedly. The newly established airport group companies are formulating some diversified development strategies according to different market localizations and development modes. A new round of market competition is coming. Because of new management mode, Sichuan Province Airport Group (SPAG) must form a development strategy that can both grasp the chances with using its advantages and avoid the threats by overcoming its own disadvantages.This thesis includes seven chapters. Firstly it introduces the background and the meaning of the thesis, and analyses the status quo of civil airports in China. There is a brief description of the main contents of the thesis. Then overviews the strategy theories concern to the thesis that include the development and the features of the strategy theories, and the methods and tools for strategy formation. The next is the briefing of SPAG. It focuses on an analysis of the operation status and the major problems of SPAG. Thirdly the thesis conducts an analysis and evaluation of the macro-environment and the competitive surroundings in civil aviation industry by PEST analytic model and Porter's five competitive forces model, using combination of macroscopic and microcosmic methods, quantitative and qualitative analysis methods, step by step. And analyses and evaluates the internal environment of SPAG through the resource surroundings, the internal management and the core competence. Bases on the analysis and evaluation of the external and internal environments, the thesis formulates the options of strategy projects by constructing SWOT analytic matrix and finally decides that the development strategy of SPAG is strengthening the specialized management capacity, increasing the percentage of supervisory function, decreasing the percentage of operational function, adjusting and optimizing the organizational structure and regulations, forming internal incentives system, improving the competence level. SPAG should adjust and integrate the present aviation and non-aviation business items properly. Chengdu Shuangliu International Airport should be established as the regional aviation hub urgently. SPAG should integrate actively other airports in Sichuan that are valuable in strategy and economics. Lastly the thesis brings forward an implemental principle and the detailed steps for strategy implementation, and gives measures of controls and guarantees for the implementation.It is still in the exploratory stage that is the formation and adjusting of Chinese airports strategy caused by localization reform. We have no past experiences and can't refer to foreign modes totally. The development strategy which introduces in this thesis both can be referred by the decision-maker of SPAG and can be consulted by the similar airport group company that is forming strategy at the methods of making strategy, the analytic process and the disassemble of implemental steps.
