The leadership has long been regarded as worthy of deep thought to explore the factors in the operation of enterprises. And in the future whether or not the key to success, the leadership is seen as the most critical factor, but in the organizational learning and organizational innovation literatures, scholars usually do not say or refer it to be an important factor. So this study introduces the concept of strategic leadership to the research of organizational learning and organizational innovation. On the basis of the relevant literature on these three domains, this article makes hypotheses after review those three variables' concept and theory.This paper uses paper questionnaire approach to investigate the 87 manufacturing enterprises in Zhejiang Province, and gets 131 samples. Then employing regression analysis, structural equation model, and other empirical methods, results data conclude that: 1) Organizational learning had a stronger direct influence on innovation; however, leadership had a strong, significant influence on organizational learning, indirectly affecting firm innovation. 2) Transformational leadership behaviors have significant influence on organizational learning's three dimensions (information acquisition, shared interpretation, organization memory), as well as the Organization innovation's two dimensions (technological innovation and management innovation), but transactional leadership's impact on these factors is not significant. 3) Information acquisition and organizational memory, two dimension of organizational learning have a significant positive impact on management and technological innovation; but shared interpretation's influence on management and technological innovation is not significant. In the end, this paper summarizes what strategy leadership model should be chosen in different circumstances; and further elaborates information acquisition and organizational memory's significant impact on organizational innovation, strategic leadership and Learning organization's role in the process of organizational innovation. All these would have some kind meaningful points to the construction of learning organization and enhance the capability of independent innovation of Zhejiang manufacture enterprises.
