Influence Analysis On The Reform Of Forestry Factor Market

In 2003, a new-round reform of forest property right, with the gist of "to clear ownership, to free management right, to implement handling right and to ensure usufruct", was carried out on the basis of each reform of forest property right in Fujian which is the key collective forest areas. This reform remedied and regulated the management systems and policies of forestry development which couldn't adapt to socialist market economy, effectively mobilize forestry farmer to cultivate mountain and raise forests, and had a great effect on the sustainable development of collective forests. The suggestions on perfecting the reform of forest property right were further mentioned, in order to scientifically analyze the effect extent of this reform on the sustainable management of collective forests and objectively evaluate its promotion function. Taking Yong'an City in Fujian as an example, the analysis on the effect of the forest reform of the forest factor market was carried out in this paper.On the basis of establishing evaluation system of the construction and operation effectiveness of the forest factor market, the comprehensive evaluation indices were calculated with the methods of qualitative element valuation, data standardization and APH and so on. According to the collected data, the significance analysis of the average value divided by before and after the construction of the forest factor market, and the comprehensive evaluation indices after the reform and the changing trend of the relative elements, the main conclusions were reached as follows.(1) The auxiliary construction of the forest factor market in forest property right reform had an obvious promotion on the sustainable management of collective forests, and converted the circulation service from the government slogans into a substantial platform for the first time, which was not only the progress in forestry development, but also a breakthrough in the forestry history in China, and which would still have a positive effect on land transference in agriculture. At the same time, it would change the former interference modes—government on resources allocation in different degrees, and convert the government management to various market regulations and service while introducing the market into forestry development. What's more important, getting stuck in the quagmire of small peasant economy was avoided and provided a solid base and a manifest direction for the further reform of forest property right. So it were, the construction of forestry factor market in Yong'an was a reform milestone of collective forest property right with Yong'an as the typical.(2) The construction of forestry factor market had an obvious difference in extent on ecological, economical and social effects of collective forests, and it had the most significant effect on its economical sustainability.
