Forestry is a major part of agriculture that is the foundation of our national economy.Problems of agriculture include forestry, forest and its issues. Since the80’s of the lastcentury to the latest reform of collective forest property right system, our nation hasconducted a number of reforms, mainly solving problems of woodland propertyimplementation rights. The collective forest right system reform begun in2003andspread in2008,which is a reconstruction of multiple interests social and politicalprocesses. Further to Fujian, after completing the reform of collective forest propertyright system in Jiangxi, Zhejiang Province also began a large-scale reform of collectiveforest property right system in2006. This reform mainly cleared property rights,implementation of the disposal rights and proceed rights, aiming to maximize theenthusiasm of farmers and to promote efficient distribution of the resources. This paperresearches in a background of new collective forest right system reform finishing itsmain body, entering late process of the reform. Setting village X town Y in QingtianCounty, Zhejiang Province as research case, the paper main studies the changing ofwoodland ownership in this rural area, reason types of raising forest right dispute, andfinds the causes of forest right disputes to make feasible governance countermeasures.X village in y-town has rich forest resources. Local government attaches importanceto the development of forestry, calling out the slogan of striving for Green Town.However, this area has a large population and per capita footprint is relatively short.Since the new collective forest reform, preferential policies, the market value ofwoodland has risen. This phenomenon is caused by different reasons, making originallyoverlooked woodland being concerned. So dividing the area and boundaries of woodlandaffects the interests of farmers. The disputes of forest right are gradually growing. Basedon a survey in X village, we have a detail understanding of forest property rightschanging and dispute, knowing current dispute management deficiencies. Finally fromaspects of politics, law, economics, management, sociology, and other disciplines, weanalyze the causes of local forest ownership disputes, and make available strategy for management. This paper is divided into five parts.Chapter one is a introduction that describes the research background, purpose,methods, techniques, and the academic articles in both domestic and international, lyingthe theoretical framework for following cases.Chapter two is the overview of forest rights dispute on both theoretical andconceptual. From the concept of property rights, collective forest rights, and theevolution of collective forest right system, we lead to forest ownership dispute types,lying the theoretical groundwork for following cases studied on forest rights dispute.Chapter three is the detail analysis of forestry property rights disputes in X village.Beginning with Y town, Zhejiang Province, the paper describes the current situation offorest rights dispute there, followed by the analysis of X village, finding the problems inresolving those disputes.Chapter four is the causes and solving strategies for forest right disputes in X village,based on the field investigation there. From aspects of politics, economics, law, sociology,we describe the causes of forest right disputes, for X village giving some feasiblegovernance countermeasures. In order to reduce forest right disputes, we can promotedevelopment of forestry and the stable harmony environment of rural area.Chapter five is the conclusion. It is also the collection of forest ownership disputessolving strategy. Governance of forest rights dispute is a complex piece of work. Thereare also many things to be patched, further research being needed, and all those will bethe direction of future efforts.
