Study On Project Management Models Of The Infrastructure Building Of Harbin Ping Fang Industrial Area

The thesis focuses on the establishment of project management models of the infrastructure building in the Ping Fang industrial area of Harbin.Infrastructure is necessary for developing area to attract investment and improve investing environment. It is the material guarantee to realize city function in development areas. Furthermore, it is the carrier for developing area to broaden developing space, put forward territorial economic development and realize the strategy of sustainable development. The characters of leading, programming, basic, shared and giant cost of the infrastructure determine the particularities in the project management of infrastructure building. Nowadays, the innovation of infrastructure building project management model is a common subject for each developing area to face, research and breakthrough.Starting from infrastructure concept, the thesis expatiates and explains the basic project management theory, item division theory, principal-agent theory, public choice theory, which lay conceptual foundation to the next study. Then, the general condition of Ping Fang industrial area of Harbin is introduced from general programming, industrial layout and current developing situation. The present management situation of infrastructure building project in the industrial area is described in detail and the existing problems are preliminarily analyzed, which provide preference and point out direction. The thesis puts great emphasis on the introduction of the advanced model of infrastructure project management model of partial developed countries and areas, the present modes of China domestic infrastructures construction projects management, and the infrastructure project management model operating now in our developing area, which are respectively and comparatively studied and provide important reference to the establishment of infrastructure project management model in Ping Fang industrial area. Based on the above systematic study, the target, principles and main thought of infrastructure building project of Ping Fang industrial area is presented in this paper, in which the basic component of management modes consists of two parts: the whole management modes of industrial area and project management mode. The infrastructure project management model in Ping Fang industrial area is established from Macroscopic Management to concrete implementation and the relative ensuring measures is proposed. At last, taking heating project in the area as an example, the thesis makes demonstration of infrastructure project management aimed model in the area.
