Investigation And Application Of Model On Engineering Project Management Of Infrastructure In University

Higher education accomplishes the change from "elite education" to "popular education" as the strategy of "rely on science and education to rejuvenate the nation" has been implemented in our country.At same time,the change of economic system and strengthening of comprehensive strength in our country provide solid foundation for the development of higher education enterprise.Higher education has become a new source of economic growth.Infrastructure is an important component element of all construction and the support and carrier of education and research in universities.Over the last 10 years, Infrastructure in university has emerged unprecedented development momentum and scale such as large scale new building,rebuilding and extension project and higher technical requirement.Through development of infrastructure in university for several decades,especially over the last several years,more mature management flow and system has formed by summarizing and improving continuously during engineering practice.It is suitable to the requirement of infrastructure in present universities basically.But it can not attain the requirement to integrate with international engineering project management and is far from the reform objective of socialization of logistics in university.Infrastructure in university is faced with continuous changes of the object and condition of work and the requirement of society.It should come up with time to fit the development requirement of period.It is necessary to look for an effective management model and method for infrastructure in university in order to fit to characteristics of itself.The history of development and reform of management for infrastructure in university was reviewed through investigating to administration sections of infrastructure in several universities and combining working practice of myself to management for infrastructure.The characteristics and applicable range of common management model for engineering used at home and abroad and the characteristics of common management model for engineering in infrastructure in university in our country were introduced.The influence factors for choosing management model for infrastructure were concluded.Three kinds of management models - turnkey model, BOT model and agent construction institution were discussed prominently.The flow of work of administration sections of infrastructure of Xi'an University of architecture and technology was analyzed remarkably.It is a typical work flow used in university in our country for owner management model to infrastructure.It has common representativeness and it is roughly same for every university.Several management models suitable to infrastructure management in university were provided with our fellows to refer.At last,the suggestion and outlook for administration section of infrastructure in universities was put up.
