Harbin Turbine Company Limited (hereafter as HTC) is one of the largest state-owned enterprises that manufacture the power plant equipments in China. As the typical representative of the large and middle state-owned enterprises, HTC-has made important contributions to the development of power undertaking in China. With the perfecting of market economy and the quickened proceeding of economy globalization, the competition becomes more and more ardent and many problems occur. These problems are revealed in reduction in economic benefit, slow updating of products, reduction in key competition of enterprises and so on. In particular, there is not good production organization and the delivery date of products cannot meet the requirements of customers. The reasons for these problems are extensive, lie both in the affection of planned economy and in the enterprise itself.In view of the problems enterprises faced with, this paper made detailed review on the project management theory and development course. Based on the actual situation in production and operation of HTC, beginning with the development strategy and the competition strategy of HTC, proceeding from the necessity and feasibility for HTC to conduct product project management and concerning the aspects of project organization, project plan management, project resource & risk management, project tracing & control and project communication & conflict, this paper deeply analyzed the problems occurred during the product project conduction in HTC, round out the deep-seated reasons for such problems and establish of new mode of product project management for HTC based on the project management theory.This paper began with the reconstruction of the organization structure lf HTC. With project management theory, a product project management system for HTC was established and a scientific and reasonable inspiration system was set up. Complete project management was conducted for product project in aspects of project organization, project plan management, project resource & risk management, project tracing & control and project communication & conflict, thus put an end to delivery delay in HTC. Finally, the economic benefit of the enterprise was consequently improved with continuous summarization and perfection.At the end of this paper, it summarized the project management of HTC after conducted several years ago and made a contrast of HTC before and after the product project management was conducted by examples analyzing. In particular, by the comparison of production cycle of HTC before and after the project management was conducted, such conclusion was drawn that project management can be applied successfully in such large power plant equipment manufacturing enterprises as HTC. Meanwhile, based on the actual production and operation of HTC, it pointed out the problems that shall be emphasized and perfected in the following conduction of product project management.
