Research On The Safety Accidents Emergency Management System Of Industrial Enterprises In China

China is facing serious production safety situation. In recent years, various accidents caused economic losses of up to 250 billion yuan every year, accounting for 2.5 percent of GDP. The frequent occurrence of accidents not only affected the normal production of enterprises, but also hindered the economic development to some extent. Since 2006, the government has been strengthening the emergency management of production safety by promulgating the "guiding ideology for the construction of national production safety emergency platform system", which to a certain extent saved the situation from further deterioration. However, due to the missing of production safety Emergency management on the enterprise level, the production safety situation in China is still very serious, so systematic study on the safety accidents emergency management on the level of industrial enterprises is necessary.First, the paper analyzes current state of production safety Emergency management in China. Based on the description of the state for the accident-prone coal enterprises, enterprises of dangerous chemicals and other industrial enterprises, we found the problems of safety accidents emergency management in industrial enterprises, and explored the causes of these problems. Based on the causes of the problems and referring to studies abroad on emergency management practices, we can draw on some findings in this research.Second, the paper constructs the safety accidents emergency management system of industrial enterprises in China. Based on the united coordination of national production safety emergency platform system, this system uses classifying and grading management, continuous improvement, double state and dynamic management as the construction principles. It consists of six sub-systems, being command and dispatch, decision support, plan management, information management, resources guarantee, training and exercises, as well as include the operational mechanism and communication management. Third, this paper studies the operating performance management of safety accidents emergency management system of industrial enterprises in China. Based on the analysis of factors affecting the operating performance of safety accidents emergency management system of industrial enterprises, we establish the evaluation index system, choose evaluation model, and discuss management performance management processes, organization and effectiveness.Finally, the paper applied production safety accident emergency management research to the Jilin Petrochemical Company case. Through investigation of the explosion of Jilin Petrochemical emergency management, the present author analyzes the problem of production safety accidents emergency management for this company and designs the improvement scheme of production safety accidents emergency management.
