Since reform and opening, China's food and drug industry has been developing rapidly, and has become an important pillar industry of national economy. After bidding farewell to a time of complete lack of food and medicine or just meeting the basic needs of people, nowadays, the quality has also been significantly improved. However, our country is still at the preliminary stage of socialism development. At this period, our country is in economic transition, social transformation and some deep-seated problems have come to surface. Food and drug industry is also a high-risk industry. Moreover, food and drug industry in China is weak, in the low level of industrial development, and the integrity of enterprise is not high. At present this industry is at high risk period and problems frequently erupt.Food and drug safety is directly related to people's health and safety, healthful development of economy, harmony and stability of the society. After the SARS crisis, China's food and drug regulatory authorities have realized the important role played by emergency management in food and drug regulation and also started to build China's food and drug emergency management framework on the basis of the "one case, three systems" mechanism. So far, they have achieved some progress. But in recent years, it can be seen from the break-out of food and drug quality crisis, such as Sanlu milk powder incident and vaccine scandal that food and drug safety emergency management in China is still in the initial stage of development. Emergency management system is imperfect, basic work is weak, and emergency management has lagged behind. All this is because of lack of in-depth theoretical research on the operating mechanism of food and drug emergency management system and weak prediction and evaluation capacity of break-out and the development trend of food and drug safety incidents. As a result of this, the capability and level of the emergency response need to be further improved. Therefore, the urgent tasks of current regulation of food and drug are as follow:establish and perfect the emergency management system; actively prevent, control and reduce safety crisis of food and drug.The research methods mainly used in this paper are documents study, case analysis, comparative analysis and comprehensive cross analysis and so on. This article points out the problems of food and drug emergency management of our country and deficiencies in the construction of emergency management system at present on the basis of classifying and analyzing the main theories of emergency management, as well as by means of summarizing and analyzing the food and drug emergency management situation at home and abroad and also through cases of Sanlu milk powder and vaccine scandal. This paper also borrows advanced ideas and successful experience from developed countries and comes out with strategies for building and improving the food and drug emergency management system of our nation. It is believed that above-mentioned efforts will contribute to the regulation and guidance of emergency management of food and drug regulatory departments. It will also play an active role in the effective prevention, positive response, and timely control of major food and drug safety incidents and continuously improve administration levels and capabilities of food and drug emergency management, and ensuring food and drug safety for the people, safeguarding public health and safety of life, reducing economic losses and trade disputes, improving the credibility of the government, maintaining normal social order and ensuring the healthy long-term development of this industry and social harmony and stability.
