In China, civil servants are the executive subjects of public policies, laws, plans, etc. As apromising career, civil servant has attracted many excellent talents in our country and hasmade great contributions to China’s construction and development. And civil servantsendowment insurance system is an important component element of the entire socialendowment insurance system in China. Nowadays, the endowment insurance system for civilservants is still following the ‘two-track system’ which was built in the20thcentury. In thissystem, people acquire different pensions depending on the different natures of their jobs.However, the ‘two-track system’ can neither fit in the current social and economic status ofour country nor adapt into the whole social endowment insurance system’s reform andimprovement. With many achievements brought by the endowment insurance system forenterprise employees’ reform and the endowment insurance system for public institutions’reform carrying out like a raging fire, the reform of endowment insurance system for civilservants in China is imperative.Considering the reform and research status of the endowment insurance system for civilservants in China, this paper carries on an in-depth study on the subject of endowmentinsurance system for civil servants’ reform in China. And this paper is mainly divided into7parts.The first part is introduction, including this paper’s research background, researchsignificance, research methods and innovation points. This part points out the research subjectof this paper. The following part is an overview of the endowment insurance system for civilservants in China. It introduces some important theories used during China’s research on thereform of endowment insurance system for civil servants and summarizes the developmenthistory of the endowment insurance system for civil servants in China. On the basis ofhandling the development process of the endowment insurance system for civil servants inChina, this part also provides theoretical base for the follow-up study in this paper. Part threestudies the reform experiences of foreign endowment insurance system for civil servants. Itfirst summarizes the classifications and characteristics of foreign endowment insurancesystem for civil servants. Besides, it suggests the reform experiences of the endowmentinsurance system for civil servants in4typical countries: Germany, the United Kingdom, theUnited States of America and Singapore. Finally, it discusses the common rules summarizedfrom the reform experiences in those four countries mentioned above, providing ideas for thereform of endowment insurance system for civil servants in China. The forth part analyzes thereform experiences of the endowment insurance system for enterprise employees and public institutions. It successively proposes the reform experiences of the endowment insurancesystem for enterprise employees and the endowment insurance system for public institutions.And it concludes the common rules of the reform and offers several advices to the reform ofendowment insurance system for civil servants in China. In part five, it takes the reform ofendowment insurance system for civil servants in Shenzhen City as an example, discussing itsreform progress and achievements; and investigating the enlightenments that Shenzhen City’sreform experiences bringing to the reform of endowment insurance system for civil servantsin China. The sixth part proposes4problems and4countermeasures for the reform ofendowment insurance system for civil servants in China according to the informationdiscussed all above. The last part is the conclusion of this paper.
