Study On Chinest Civil Servants' Pension System

China's civil servants in the process of social development to assume responsibility for the people,in the role of government functions in the process also occupy an important position.When civil servants are engaged in serving the society as a whole,they play social effects and bear social responsibility,they should also have the rights and interests that can realize their own basic survival value and life value.With the continuous strengthening of our national strength,in order to more comprehensive service to the masses of the people,the functions of government agencies are also more and more refined,the civil service team is also growing.The growth of civil servants has brought great pressure to the administration of civil servants in our country.Especially,the civil servant's old-age insurance system,which has been formed by our country for a long time,has brought great pressure to our government finance.In order to cope with the gradual decline of China's demographic dividend,our government has intensified its efforts to reform the social security system in order to alleviate social contradictions through institutional reform.This paper studies the old-age insurance system of civil servants,not only can systematically understand the effectiveness of previous reforms,but also provide the direction and suggestions for the development of civil servants' pension insurance system.This paper combines the knowledge of history and social security,and analyzes the whole process of the establishment and development of the civil servant 's old-age insurance system based on the theory of political economy.There are three chapters in this paper: The first chapter introduces the concept of civil servant's old-age insurance system,and then puts forward three theories of civil servant's old-age insurance system:German national intervention theory,British welfare state theory and Marxist social insurance The second chapter introduces the operation mechanism of the civil servant's old-age insurance system in our country.First,it puts forward the principle that the civil servant's old-age insurance system should follow the operation of the old-age insurance system of our country's civil servant's old-age insurance system.First,the principle of unified policy,the second is the principle of smooth transition,the third is the principle ofspecial pension treatment,followed by the civil servants of the old-age insurance system of fund raising and treatment,management and supervision and handling services and other content were discussed;The third chapter puts forward the concrete measures to improve the construction of the old-age insurance system of civil servants in our country,including the transition design of the old and old civil servants' old-age insurance system,the preservation and appreciation of the civil servants' pension insurance premiums in China,and the pay system of the civil servants' Delayed retirement policy.
