The Comparative Research On Civil Servant Endowment Insurance System Of Foreign Countries And Its Enlightenment To China

The civil servant endowment insurance system is an important part of social security system. In order to guarantee the civil servants’ lives after retirement, most of the countries all over the world are established the civil servant endowment insurance. And most of them implemented the transition of the civil servant endowment insurance system gradually from the simple mode to the multi-level mode. The civil servant endowment insurance system of state security mode had already run for decades in China, it is the special product of planned economy. The completely independent civil servant endowment insurance system has aroused widespread social attention; meanwhile an aging population has brought the huge financial pressure for the government. In order to narrow the gap between different groups, The State Council of China issued in 2015 “about the reform decision of endowment insurance for the government institutions”, started to do the endowment insurance reform for the civil servants and staff in government institutions, it marks the Chinese civil servant endowment insurance system reform took a key step, but the reform decision is only put forward the basic framework and the directions, and will meet many problems during the process of implementation. Base on the perspective of the social security study, the author read about the domestic and foreign document of the civil servant endowment insurance, this article is based on comparative study of the civil servant endowment insurance system and take the typical countries of Germany, The United States, Singapore and Britain for example for analysis, including the development of civil servants endowment system, system mode and content of the reform. This article gives the enlightenment on how to solve all kinds of problem after the reform through the comparative analysis of foreign civil servant endowment insurance system, has been clear about government should pay attention to fair and efficiency during the reform process; make clear about to build the multi-level mode of Chinese civil servant endowment insurance system; make clear about to reform objectively and also pay attention to the national conditions; has been clear about that the adjustment mechanism and supervision mechanism should be improved; has been clear about insurance should be reasonable used and invested through multi-channel to achieve the goal of value. Foreign countries civil servant endowment insurance research provides the experience for reference and theoretical basis, and also provides the strong practical significance for China on how to improve civil servant endowment insurance system.
