As the highway transportation is characterized by its rapidity, convenience and flexibility, it has occupied the dominant position in comprehensive transportation and has more capability to accelerate the development of society and economy in China. But with the fast development, some deep-layered contradictions between the highway transportation, the social economy, environmental resources, the market demand and other transportation mode and inside of the highway transportation itself appeared, hence resulted in some negative effect. All of these reflected that the unbalanced structure of the highway transport is the main factor restricting its fast, healthy and sustainable development.The human resources structure is the one of the most important part in the highway transportation structure, whether it is reasonable or not directly determined the market structure, enterprise behavior, the performance of the enterprise and the market in highway transportation. At present, the human resources structure of highway transport is somewhat unreasonable in China, and the ideas and the methods need improving. How to better and improve the human resources management, especially its inspiring notion and process, is one of the hot problems for the researchers about the present transportation management.On the basis of those mentioned above, and by using the method of combining the demonstration research with theory research, the system research with special research; and by applying the economics theory and managing theory( such as the human resources management theory, the behavior changing theory, the leader and the incentive theory, the industry economics theory, the transportation economics theory and so on )to the research on the transportation management ;as well as on the basis of analyzing the structure and management connotation and the present situation, problems , experiences and failure in transport human resources management in China and the developed countries, the paper explored the characteristics and inspiring process of the foreign and domestic human resources management of transportation, then put forward a practical and concrete mode and method of human resources management which are suitable for the present and the transportation in China. Depending on the modern science and technology, this mode and method is to improve scientific diathesis of transportation managers, to introduce realistic incentive process so as to achieve mutual harmony and harmonious development. The research on this subject provided a new and effective idea and method on how to select more efficient human resources management for our national transportation, and t will have great instruction and reference significance to the healthy, fast and sustainable development of our national transportation and its human resources management.The human resources management in highway transportation, connected with many factors, is complex system engineering. The paper mainly carried out nature determination research and analysis on incentive process of human resources management, still many existing problems need studying.
