The article summarized evolvement course about national distribution system, from historical evolvement of national enterprise distribution system. And then pay-management theory and inspiration theory was introduced.The pay was an important index that it could reflect competition ability of enterprise. In the current enterprise, the pay system and pay management was the base and bridge of the manpower management. The fine pay system should include several functions, such as decreasing internal contradictions, stimulating employees to bring into capacity, improving employees work performance.Based on analysis to the currently pay-management system in ShiJiaZhuang Cigarette Factory, the article put forward some existent problems in the currently pay system. And then, in order to solve these problem about the lack of the internal justice, the shortage of the inspiration effect and the straitness of the pay rise, a scientific method of position evaluation and the KPI system were introduced. According to these the author tried to design a suit of operative system that adapts to the characters of the enterprise.
