Research On The System Of Chinese Government Purchase

The government procurement system is a significant factor in expenditure administration of public finance. The government procurement has become one of the most important means of the macro-economic control in different countries all over the world at present. Since it was carried out in China, the purchases operation has been still at the exploratory stage, which has a lot of imperfection and irregularity.The government procurement is at a crucial moment in our country. Since China's accession to the WTO on December 11, 2001, we has marked a major step towards linking up with international standards. We are going to join the GPA negotiation by the end of this year, according to the schedule. Then China will open the government purchases market to the foreign enterprises, and the Chinese domestic enterprises will also have chances to enter the foreign markets of government procurement. That means the policy and legislation of our domestic government, and the market environment is to withstand shocks from international wave. How to reform our government procurement to be in line with international practice, admits of no delay.This paper systematically elaborates the significance to implement the government procurement system in China, and analyzes the existing problems within present procurement system. It also further remarks the forthcoming challenges and opportunities when we enter GPA, and it illustrates the importance and urgency of accelerating the legislation, and establishing and improving the government procurement system. In order to improve the system of government procurement, and build up a mechanism suitable to Chinese condition, this paper researches and compares the historical evolution and experiences in government procurement system of Western countries like Britain and America. We should learn from international experience by combining our practice, and bring forward an idea to build up and improve the system of government procurement. It has certain sense of references to guide and refine the practice of government procurement.
