The tourism grows vigorously in China and the modern tourism industry springs up promptly in our country. With the rapid development of the tourism industry and the challenge faced by new economic era, human resources' development and management of tourist agencies are faced with urgent problems, such as talent loss, unenlightened corporation management, shortage of training course and practitioners without credit. After joining WTO, the domestic factor market is integrated into and connects with the world economy, the domestic tourist agencies are facing the more severe competition from the joint or foreign tourist agencies that have abundant capital, advanced technology and information management.In the final analysis, the every kinds of competition all over the world are the human resources' competition, which is key to success in the competition of modern tourism. Facing acute international competition, in order to be in an invincible position of an enterprise, seizing opportunity, facing challenge, emphasizing on human resources' development and management and training high-quality tourism talents are very important to meet the changing competition environment.Aiming at the problems in the human resources' development and management of tourist agencies, this paper discusses feasible approaches and solutions for strengthening human resources' development and management under new situations by the means of Flexible Management, Life Orientation,"Public-Public"Commission clearing System and Tip System in view of Institution Innovation and management Innovation. Coordination of"Public-Public"Commission clearing System and Tip institution is the effectively way to contain the kickback of tourist guides. Flexible Management and Life Orientation may effectively enhance tourist agency staff enthusiasm, enterprise and belongingness, improve individual performance and build an excellent staff-team.
