Study On Electrical Power Enterprise Informatization Evaluation Model

After power system reforming, power informatization has experienced the phase from adjustment to acceleration. The informatization process of power enterprises involved number of equipment, technical performance, efficiency and scope of application, and so on, so a few simple individual indicators can not objectively evaluate the informatization process. We need to combine the characteristics of their own power, according to the information system features, from different levels and faces to establish a set of indicators systems, to objectively evaluate and analyze on the degree, quality and trends of informatization, in order to timely identify problems and take appropriate measures to ensure that the electrical power enterprise realize informatization goals.For the existing problems of informatization evaluation index system, according to the characteristics and needs of power industry, this paper proposes the comprehensive evaluation index system based on five dimensions, with the combination of portfolio evaluation algorithm that merge expert evaluation with principal component analysis, and benchmarking method, to establish the power enterprise information comprehensive evaluation model.The five dimensions of comprehensive evaluation index system includes support for business, information technology, IT management capabilities, IT application performance and sustained development capability, aiming at resolving the problem that the indicators of general evaluation model can not fully reflect the informatization status. Combing the expert evaluation method with principal component analysis method is to solve the over-reliance on subjective issue of expert evaluation method. Through the establishment of the power enterprise informatization for benchmarking, it merges the benchmarking method into the model, to provide horizontal comparison to help them find the gap and accurate positioning.It provides empirical study from the perspective of entire power industry and a power enterprises using comprehensive evaluation model. On the one side it gives instance of using comprehensive evaluation model in selecting the power enterprise informatization benchmarking for the primaries. On the other hand it provides example of evaluation of G generating enterprise's the present status of informatization from five dimensions and horizaontal comparison with benchmarking in power industry. Through the empirical study, it proves that the evaluation model has good value in practice.
