Studies On System Innovation For Binhai New Area

Binhai New Area plays dominant role in the economic development in Tianjin City.In 2006,the Fifth Plenary Session of the 16th Central Committee of the Communist Party of China put the development and opening of Binhai New Area into the national overall developmental strategy layout,which triggered wide concerns in the whole society.Since the current quasi-governmental management system has been executed,its advantages have already been fully exerted.With the increasing changes in the both internal and external atmosphere,the existing management system can not be suitable for the demand of the overall planning and coordinative developing any more. This old system will threaten the future development in Binhai New Area. Therefore,timely institutional innovation has become a very important issue for accelerating the socioeconomic boom. This thesis started from the current economic development situation and management system in Binhai New Area,and compared the different characteristics during the period of developing , especially for developmental policy and systematic innovation,with those for Pudong New Area,and combined the actual circumstance of Binhai New Area to propose responding countermeasure and suggestion. Further,the future development direction in Binhai New Area was investigated.The results in this thesis have pertinent and referenced meaning for determining the new round of development goals and solving some bottleneck problems in Binhai New Area.The thesis consisted of six chapters.The 1st and 2nd Chapters described the theoretical background supporting the socioeconomic development in Binhai New Area,and gave a comprehensive review on the New Area's developmental history. Various theoretical viewpoints and developmental patterns were also briefly summarized;therefore,a new idea system innovation in Binhai New Area was proposed the first two chapters.In Chapters of 3 and 4,the economic status and functional localization in Binhai New Area were analyzed,and were parallelly compared with Pudong New Area.Through SWOT analyses,it is found that gross economical level,industrial structure,system and mechanism in Binhai New Area presented obvious deficiencies compared with Pudong New Area.The way to build a flourish Binhai New Area is still far and tough.At last,the drawbacks appeared in the processes of Binhai developing were summarized,and countermeasure and suggestion which hindered the development were proposed.These actions basically covered all sectors,including comprehensively supporting reforms,Investment and financing systems,private economy,personnel mechanism,research and development combination,and peripheral interactions.It is suggested to achieve the perfect combinations between theory and practice. A solid scientific reference for maintaining fast development for Binhai New Area in the next stage can be established upon this research.
