As one of the major forms of world economy globalization, Foreign Direct Investment (FDI) is contributing more and more weight to the development of world economy. Since the economic reform in 1970s, the large amount of FDI inflow has already had an incredible impact on China. So, evaluating the competence of a region to attract FDI, analyzing its investment environment status and ability to utilize the investment obtained has constituted one of the key parts of region economy perspective evaluation.Binhai New Area and Pudong New Area are two of the national Coordinated reformation areas in China. This article focuses on comparing the investment environment of Binhai New Area and Pudong New Area, analyzing the characteristics and differentiae of each other through their geography location, nature resource, economy foundation, infrastructure facility, human resource, government service and policy environment, and finally discussing their competence on attracting FDI. We have the conclusion that Binhai and Pudong have different advantages. Binhai is relatively more compatible for the development of the secondary property that is consistent with the blueprint of Binhai to become a modern manufacture and R&D base with the largest scale and the most advanced tech level in China. Contrastively, Pudong has a relatively mature property structure, which is more suitable for attracting the FDI flow into the third property, especially service industry.Since they are both the national Coordinated reformation areas, this article also compare the investment environment matter in the Coordinated reform experimentation, and bring forward suggestions of how to optimize the investment environment, improve those segments that in conflict with the economy development.
