| Industrial upgrade faces a new task to our country after 30 years reform and opening. Due to there is no mature experience can be learned, this work has to be carried out by step by step and trial and error throughout the country. As the first group of national Development District and through 20-plus years effort, by 2007, the Tianjin Economic-Technological Development Area has become one of the economies with nine thousand three hundred nineteen millions Yuan GDP. In this study we try to select the Development District of Tianjin as a sample, by analyzed the pathway of its industrial upgrade and evolution, we attempt to describe a rule of industrial upgrade and evolution and hope it can give other area of the country a sidelight.This paper consists of five chapters. We have made detailed analysis for the questions of the theory of industrial evolution, the industrial evolution pathway of the Development District of Tianjin, current industrial structure, the selection of competitive industries and guaranteeing sources of the funds of industrial evolution from different aspects.In chapter one we explored this rule that our economic development zone is basically from labor-intensive processing and assembling business industries to technology, capital intensive production and change to the way of technology research and development. On this basis we outlined the question about the development of the national Development District and industrial evolution.In chapter two, by means of the analysis of random development, electronic industry grow up and multiple industrial common development of three stages, we have discussed Development District industrial structure evolution process from the beginning of indistinct industrial accumulation, scattered industry and now have changed to the four cornerstones of Electronic, Mechanics, Medicine, chemicals and Food.In chapter three we discussed current composition of industrial structure of the Development District of Tianjin. Focuses on the analysis of the state, existing problems, developmental tendency and direction of the four cornerstones of Electronic, Mechanics, Medicine, chemicals and Food in the industrial development. At the same time we specially studied the mobile and motor vehicle industry which are best able to embody the characteristic of Tianjin Development District. Chapter four processed by more detailed analysis to modern manufacturing industry of Tianjin Development District leaded by equipment manufacturing enterprises and space industry. Modern service industries dominated by headquters's economic acts as new growth point and rigid point of support of Tianjin Development District.Chapter five stressed on discussion of the question about guaranteeing sources of the funds during the development and evolution of Tianjin Development District. We indicated that under the new situation we must use a scientific approach and to produce the more volume of foreign funds during industrial development.
