The practices of eco-industrial parks are spreading all over the world and the eco-industrial park has been the major model of recycle economy. However, in some cases, the results of industrial symbiosis (IS) turn to the opposite. The reason is the disjointedness of IS and technological innovation. The relationship of IS and technological innovation is discussed in this thesis, including the influencing factors of technological innovation in the evolution of IS, the evolution track of technological innovation. The connotation of IS and its technological innovation are reconsidered, which will be benefit for resolving the problems in the present eco-industrial parks. The paper carries on the research from five aspects:Firstly, the basic theory and concept of the co-evolution of industrial symbiosis and technological innovation is proposed. The conceptual framework of the evolution of industrial symbiosis is defined and the evolution of industrial symbiosis means the continuous technological innovation and thus the stability of the industrial symbiosis systems would be more and more strengthened. The related concepts of industrial symbiosis, by-product exchange, and industrial ecological network are described. The concept of technological innovation in the evolution of industrial symbiosis is analyzed. The logical relationship of the two main contents of the thesis is discovered and thus the theoretical framework of the co-evolution of industrial symbiosis and technological innovation is established, which provides the basis theory for the later discussion of influencing factors and evolution track. The history of Industrial Symbiosis is discussed based on previous studies.Secondly, the influencing factors of technological innovation in the evolution of IS are identified and tested. Problems with Eco-Industrial Park development in China are discussed based on an over view of Industrial Symbiosis Implementation in China with detailed studies on Sugar-making industry case of Guiyang and Salt-alkali electricity case of Lubei.Thirdly an empirical study of 28 Provinces in China is carried out to test the relationship of the regional eco-efficiency increase and the environmental technique progress. The results indicate that the environmental technique progress has weak function to the regional eco-efficiency increase, which shows that the strengthening of the relationship between green technology innovation and Industrial Symbiosis is necessary. Also here a promoting mechanism of technological innovation in the IS systems is devised based on Principal - agent Theory, which indicates the anticipated revenue, the symbiosis relationship and other factors affect the behavior of technological innovation in the IS. Through the game analysis, the platform of environmental technological innovation is discovered and the motives of enterprises’ cooperation are identified.Moreover, the empirical study on the effect of environmental policies on the technological innovation is discussed. The revised model of Bass is established and the functions of different environmental policies are presented. The results are explained by the case of fly ash comprehensive utilization. The same example was applied to study the motives of green technology innovation, based on the researched conducted in Shenyang and the results indicated that less extra investment and simple operation as well as encouraging regulations, the latent waste demanding market and improving firms’ image are the key influential motives for the industrial symbiosis.Fourthly, the evolution track of environmental technology in Industrial Symbiosis is identified. The evolution path and motives of technology in Lubei Eco-industrial Park are analyzed and the co-evolution relationship of technological innovation and (IS) is discussed. The models of technological innovation in IS are identified and the evolution regulation of environmental technologies is identified. In addition, the revenue and cost of technological innovation in (IS) is analyzed based on the Theory of Input and Output. The results indicate the Asset Specificity determine the relationship of technological innovation and IS in some certain degree. The diffusion regulations of two types of technological innovation in (IS) is discussed and the stability conditions are gained based on the population increase model in Biology.Then lastly some finding on problems which influence the establishments of Industrial Symbiosis in Shenyang (Tiexi Industrial Zone) where researched and a conclusion was drawn.The innovation of the research includes, (a) The influencing of environmental policies on the technological innovation in the evolution of Industrial Symbiosis are identified and tested; (b) the evolution track and regulation of technology in the evolution of Industrial Symbiosis is presented and identified (c) Observations from Landskrona Industrial Symbiosis (d) Eco-Industrial Parks in China.
