Along with human society coming into information and knowledge economy times, manpower resource is worthy of becoming the first resource among all kinds of resource in social society. Competitive core between organizations under market circumstance become ability person's competition taking knowledge and intelligence as carrier. As important content of enterprise management, success and failure in manpower management and development has been increasingly become key point for maintaining and enhancing competition power and possessing an area in the market.As one of important national supporting industry of iron and steel industry, the development increase quickly in recent ten years, especially civil operated enterprises are even a new force suddenly rising and developing at very fast speed. Especially the civil-owned enterprises in Hebei Province extrude development thereof. Ability person's Competition between state-owned enterprise and civil-owned enterprise and reconfiguration on manpower resource un-avoidably occurred thereof. With excellent manpower entering into civil-owned enterprise continuously,state-owned enterprises have a good many problems and shortages in man power's resource management and development. Therefore, improving and enhancing manpower resources'management, decreasing ability person's lost as less as possible, stabilizing and inspiring effectively existing ability person are common tasks faced in current state-owned iron & steel enterprise.This thesis put up theoretic research and countermeasure's discussion using theoretic method of modern manpower resource and development as guidance, based on analyzing existing situation, finding out problems and summarizing shortage in state-owned enterprise from several aspects including planning and exploiting manpower resource, performance assess and management, salary and reward management etc. A series of consideration, method and measures for improving and enhancing manpower's resources management in future state-owned iron and steel enterprise are listed, so as to achieve the target of retaining, inspiring and attracting ability person, to maintain total quantity in a relatively appropriate level and to provide powerful insurance and intelligence support in manpower's resources for enterprise realizing stable production and development. In addition, the abstraction and detailed descriptions of improvement are put forward in manpower resource management and development aspects practiced in Shijiazhuang Iron&Steel Company, one of backbone iron and steel enterprises in Hebei province, embodying combination of theory and practice, which is for reference only.
