Directed by national macro policy, the measures such as accreditation of financial managers, a comprehensive budget management, Balanced Score Card (BSC), Value Based Management (VBM), Key Performance Indicators (KPI), value chain management, financial strategic management and Enterprise Resource Planning (ERP) have spreaded in telecom enterprises, becoming significantly attractive in telecom enterprises funds management. In addition, more people have been aware of the basic concept of financial management as well as the status of financial control.In order to make fundamental advancement from rough operation to compact and integrally achieve the telecom enterprises strategic objective, it is necessary to explore and create financial management measures continuously. The author believes that telecom enterprises should promote two lines of funds input and output, construct funds management flat based on direct connection between banks and enterprises with fully monitoring funds outflows and inflows, scientifically achieve optimal funds allocation, reduce the funds management risk, and accordingly improve the centralized financial management system in provincial telecom enterprises.As an effective supporting measure, the two lines of funds input and output should be closely connected with comprehensive budget management, and solve the current problems within telecom enterprises. Comprehensive budget management as a basic strategy in constructing enterprise system as well as strengthening management has brought broad attention in government, academy and various industries of enterprises, and has been promoted and utilized in telecom enterprises. However, there existed several problems in terms of technology, measures and operations, and one of the focuses would be the budget control. The author points out that by implementing two lines of funds input and output, comparing funds manageable objective and budget objective, and analyzing funds situation frequently, the control of funds input and output as a useful lever could monitor and schedule the subordinates on budget implementation, and effectively improve the practice of comprehensive budget management in operational aspect. The funds input and output in telecom enterprises has its own characteristics including dispersed income nets, great influence by scale of website, and a relatively clear functional relationship between variable expenses and sales amount. Apart from that the informationalized construction level in telecom enterprises management seems a little higher. Combining his working experience, the author analyzes and discusses on funds management in provincial telecom enterprises to a more detailed extent, brings forward many working methods such as monitor on total accounts and fully audit on funds input and output, illustrates intensive concepts and methods in constructing funds management flat, and summarizes the historical evolution and developing direction of two lines of funds input and output management in provincial telecom enterprises.
