Ever since China was admitted to enter into the WTO, China has greatly promoted the development of export-oriented economy, foreign trade volume was expand gradually, and the continuous expansion of foreign trade volume, is bound to continuously improve the volume of containers transportation. This positive development has laid the solid foundation for further development of container transportation. With the ever-growing cooperation in the field of international economic and technology, the import and export trade volume continuing to grow in and near the port city. This combined efforts provided a sufficient supply of volume of containers for transport. Transportation industry is walking into an unprecedented period of development.Flows through Tibet, Sichuan, Yunnan, Chongqing, Hubei, Hunan, Anhui, Jiangxi, Jiangsu, Zhejiang and Shanghai City, the nine provinces of the Yangtze River Basin (except in Tibet) is China's most affluent regions. With vast economic hinterland, it's economic development potential are huge. The Yangtze River running through China's eastern and western regions like the aorta is bound to accomplish this great deal. Container Transportation with its advantage of most secure, economic, international standard mode of transport has become the leader in the field of transport of foreign trade. And will definitely have a more bright future.In this circumstance, the well-known international container transportation companies who already have its services in the coast city start to extend its service into the inland river port, along the Yangtze River region. In this process, these foreign shipping companies will meet the obstacle such as coastal and inland water transportation is not opened to the foreigners. They have to purchase the slots in the market provided by local service provider. There are lots of problem such as volume of space, service punctuality and costs need to be addressed.This article based on the collection of the inbound/outbound volume of Yangtze River port and berth window of trunk vessel in Shanghai of One international liner company, combine the fact of existing service providers of container transportation company along the Yangtze river (feeder company) try to optimize the slots purchase arrangement for the company to achieve the goal of cost efficiency and without compromise of service quality.The value of this article is to research, analysis and verify the formula based on the cost efficiency and service reliability. Hope could find an effective way to solve the similar problem by using the concept of combine whole sale purchasing with CCA (Carrier Carriage Agreement) to fulfill the task of slots purchase into the inland river ports.
